MAP Mission Statement

Though our primary membership remains law enforcement, over the years MAP has grown to represent all aspects of public employees. In addition to sworn law enforcement and non-sworn law enforcement MAP proudly represents 911 Telecommunicators, Public Works employees, office staff and other public sector employees.

MAP does not use Business Agents, every MAP chapter regardless of size is assigned a Labor Attorney to handle  contract bargaining, interest and grievance arbitrations and other union issues. MAP’s philosophy has always been, since the employer uses an attorney our chapters should have one also.

Our staff, board and attorneys have made MAP one of the premier labor unions in Illinois.

Our mission has been and always will be to provide our members with the best union services available.

I was hired by the Bolingbrook Police Department in August of 1979 and served in many capacities throughout a 31-year career, retiring in 2010. In 1984, I was approached by then-President Joseph Andalina with an opportunity to join the newly formed Metropolitan Alliance of Police (MAP). I welcomed the offer and the chance to be part of a true grassroots organization.

Over the years, I have held the positions of Vice-President, Treasurer, and Secretary, and currently serve as President. During my tenure as President, M.A.P. has expanded its legal team to include four in-house attorneys, bringing our full legal staff to 13 highly skilled labor attorneys.

The growth of our legal team and support staff has been essential in upholding the founding principles of the organization. Every chapter retains dedicated labor attorneys who guide members through every stage of contract negotiations, from initial bargaining through ratification, and continue representing them afterward to ensure the Collective Bargaining Agreement is fully enforced. MAP’s renowned legal defense is also included in our member monthly dues. MAP is there to protect our members and provide peace of mind to ensure our members can perform their duties in a difficult, ever-changing society they have sworn to serve and protect.

Under this expanded team, we have also added a dedicated analyst who provides consistent, data-driven support to our attorneys during contract negotiations. Together, we serve more than 5,500 members across 10 Illinois counties.

While M.A.P. has grown from a grassroots organization into a recognized leader in the public-sector labor movement, the thing I am most proud of is that it has never lost its grassroots approach to serving its members. We are always evolving to suit the needs of our members, and that commitment will never change.

I began my law enforcement career in 1995 as an auxiliary officer for the DeKalb County Sheriff’s department. In 1999 I was hired as a full time corrections officer for the county. I transferred to the patrol division and recently retired from the Investigations Division. Prior to becoming a deputy sheriff I worked for the laborers and electricians unions. There, I learned the importance and value of quality union representation. I served as the DeKalb County MAP chapter president and have seen firsthand how MAP can help to improve and protect the jobs of law enforcement officers.

Richard Tracy

Treasurer

I have been with the Metropolitan Alliance of Police since April 1996, serving on the Board of Directors. I have served on the Executive Board since 2001 as the Secretary, Vice President, and my current position as the Treasurer. My law enforcement experience began in 1976 when I started working as a cadet for the Harper College Public Safety Department. I became a dispatcher for the Illinois Department of Law Enforcement and then the Hoffman Estates Police Department. In May of 1980, I was sworn in as a police officer in Mount Prospect. I served as the Mount Prospect’s union President or Vice President from 1989 until I retired in 2008.

Out of high school I began working construction, belonging in building trades unions. I started at Lisle P.D. in 1997 and was a union board member for a majority of my time there. I was hired at Bolingbrook PD in 2001. I spent a majority of my time there on the union board including the past several years as president but had to take a disability pension. I believe strongly in unions and understand their importance. Having been in various police unions, I have come to be a strong supporter of the ideals and principles MAP was founded on. As a member of the MAP Board of Directors, I look forward to sharing my passion and experiences with other MAP members.

MARK WOLEMBERG

I began my law enforcement career in 1994 with the DuPage County Sheriff’s Office. I was always assigned to the Patrol Division. My first involvement with MAP was in 1998 when we were trying to organize the sheriff’s office law enforcement bureau. After a long uphill battle, during which MAP was always there supporting us, in 2011 we finally had our first contract in place. I was voted in as President of MAP Chapter 126 in 2012. I held that position until I gave it up in 2021 subsequent to my retirement in 2022. I have been a member of the Board of Directors with MAP since 2016. I am honored to be a part of the MAP organization, and I look forward to MAP continuing to be a leader in representing public service agencies in the Chicagoland area.

I started my law enforcement career in the United States Air Force and continued with the Buffalo Grove Police Department for the past 19 years. I began with the Union by leading the organization effort in Buffalo Grove. I was appointed as a steward and eventually elected as Chapter President. I believe strongly in union representation, along with the benefits and protections it provides to the members. I consider it an honor to represent the members and look forward to being a part of the team.

I am honored to be the first civilian Director of the Metropolitan Alliance of Police. I have been a Telecommunicator at the Western Will County Communication Center (WESCOM) since 2015, where I have served as a MAP chapter representative. In 2023, I was hired as a MAP Field Representative and served in that role for a year. In 2024, I was elected by the MAP Board to serve as a Director

Dan Bell

I began my career in law enforcement in 2006 with the Pensacola Police Department in Pensacola, Florida, where I quickly became involved in union leadership and was elected Secretary of the local chapter. In 2016, my family and I moved to Illinois and joined the Arlington Heights Police Department, continuing my commitment to both public service and advocacy for my fellow officers. Since 2019, I have proudly served as President of MAP 510, working to strengthen our chapter and support our members with the help of my fellow Executive Board members. In 2025, I was hired by the Metropolitan Alliance of Police as a field representative, a role I held until my recent election to the Board of Directors. I strongly believe that a successful local chapter is built on clear and consistent communication with its membership, department administration, and, when possible, City Officials. It is truly an honor to serve on the Board of Directors, and I look forward to representing the hardworking members who are the foundation of the Metropolitan Alliance of Police.
